In order to use Facebook, you must first visit
Facebook <http://www.facebook.com/> site to sign up. Signing up just means you are opening a free account.
This is what the Sign up page looks like.  You provide the details like full name email address, password, sex, and birth date and then click the "Sign up" button.  Once you've done this, you'll get a confirmation sent to the email address you provided.  Click on the link shown in the mail and it will take you back to the site.  The next time you open the Facebook site you need only enter your email address and password in the fields provided at the top of the blue bar and press Login.
